The Macedonian railways have been split into Infrastructure Manager and Operator according to EU legislation. For the coming steps of liberalization and for the implementation of the EU regulations a charging regime for the use of infrastructure has to be introduced. The track access charges (TAC) have to be cost based and shall be introduced in a market oriented way. The consultant has created a system of TAC which is related to the costs of the IM and which reflects the market needs of freight and passenger services. Furthermore, software for capacity allocation has been tendered and purchased to improve the time-table procedure and to automatically calculate the access charges. A Multi-Annual-Contract (MAC) has been developed and recommended to guarantee the long-term financial support and maintenance level for the infrastructure.
