Aim

The objective of the assignment is to provide an updated Feasibility Study (FS) for the Halkali – Kapikule Railway Line (HKRL) project. The high-speed development is a sound project and supporting justification documentation for this 1bn Euro investment in view of submitting a successful application for financing out of EU IPA funds.

Railistics performed a Cost-Benefit-Analysis (CBA) for a new double track line for international transport between Turkey and Bulgaria; Development of Cost-Benefit Excel Spreadsheet for the comparison of three alternatives that included collection and refining data; Analysis and adjustment of benefits for passenger and freight transport; Data collection and analysis of costs, investment, maintenance and operations; Cost calculation of freight transport costs and competitiveness of services, Definition of Key performance criteria and capacity requirements for infrastructure.
