Summer of 2017 saw a real danger that the HSL KPI for punctuality would not be met by the end of the year, despite all efforts. This could lead to an obligation for NS to cooperate with a third party on the HSL and a negative mood in political circles regarding the concession for the HSL. NS and ProRail asked Railistics to evaluate the status quo of the improvement plan, developed in 2016 (also evaluated by Railistics), to make a forecast whether NS and ProRail would comply with all HSL-KPI’s in the near future and to evaluate the KPI on punctuality in a more fundamental manner.

The aim of the project was to assess the impact of the measures by NS and ProRail regarding the High Speed Line HSL and to estimate whether the HSL-KPI’s will be met in coming years.
